When the City heavily pruned trees in the Sanctuary, citizens organized to fill gaps in the broken protective canopy. Internal disagreements with the City block their progress. A longtime resident of Pacific Grove Robert Pacelli, boldly steps forward to lead efforts challenging the city's attempt to stop the citizen led rehabilitation of the Grove. Robert Pacelli, who is a professional nature photographer, has been filming Monarchs in this Sanctuary for more than 20 years. His decision to manage the tree planting leads to a dramatic clash between residents and their local government. The film follows the exchanges of the people involved.
